Eisenhower Golf Course Local Rules (Jan 2023):

USGA Rules of Golf Shall Govern Play Except Where Modified By Local Rules.

Out of Bounds: None.

Penalty Areas: All penalty areas on Blue and Silver courses are Red Penalty Areas. When both stakes and lines are present, the stakes identify and the lines define the Penalty Area.

Dropping Zone hole # 16 Silver: If a ball is in or virtually certain to be in the Penalty Area on the left side of hole 16, the player may proceed under Rule 17 or as an additional option, drop a ball under penalty of one stroke in the Dropping Zone located to the right of and behind the Penalty Area.

Lost Ball Alternative Procedure: This procedure is authorized for day to day play but will generally not be allowed in tournament play. For description on use of this procedure, see guidelines in locker rooms or research USGA MLR E-5.

Abnormal Course Conditions: White lines define ground under repair. GUR includes, even if not marked; material piled for removal, animal habitats, flowerbeds and a hole made by maintenance staff or Committee. T

The following local rules have been added:

1) Large rocks in the general area indicating 150 yards from green are integral parts of the golf course from which relief is not available without penalty. MLR F-1 2) 3) 4) 5) 6) 7) Areas of damaged ground adjacent to cart paths whether marked as GUR or not are treated as one obstruction and relief is allowed under Rule 16.1. MLR 5-3.1 & MLR 5-3.2

Player may take relief under Rule 16.1b if an immovable obstruction within 2 club lengths of the green intervenes on the line of play and the obstruction is within 2 club lengths of the ball. MLR F5 Interference does not exist if animal holes or mounds only interfere with the player’s stance. Free relief is for lie of the ball and area of intended swing only.

MLR F-10 Areas of damage caused by bears, deer, elk or the like are treated as ground under repair from which free relief is allowed under Rule 16.1b. MLR F-10 Large or hard ant hills and animal dung on the course are loose impediments or GUR at the player’s option. MLR F-11 & F-12 Relief may be taken for a ball in an aeration hole in the General Area IAW Rule 16.1b and on the putting green IAW 16.1d. MLR E-4

Note: interference does not exist if the aeration hole only interferes with the player’s stance or, on the putting green, on the player’s line of play. MLR E-4

Doubt as to Procedure: In ‘stroke play’, if the competitor is doubtful of his/her rights or the correct procedure, he/she may complete the hole with two balls and must state which one he/she wants to count before proceeding. The facts must be reported to the committee before returning the score card even if the score was the same for both balls. (Rule 20.1c(3)).

Obstructions: Roads and paths on the course that are artificially surfaced or are areas that are obviously used as cart paths are treated as immovable obstructions from which free relief is allowed under Rule 16.1. White lined areas tying into these obstructions have the same status as the obstruction. MLR F-3

Discontinuation of Play for Dangerous Situation: One prolonged blast of a siren or air horn signals a dangerous situation. All players must discontinue play immediately. All practice areas shall be closed during the suspension. Play or practice must not resume until the Committee sounds the siren or air horn with two short blasts. MLR J-1

Scoring: After completion of the round, the competitor should check his/her score for each hole and settle any doubts with the Committee. She/he must ensure the marker has signed the card, she/he has signed the card and the card has been returned to the Committee as soon as possible (Penalty for breach: disqualification- Rule 3.3b)).

Conduct: Inappropriate conduct by a player that is reported to or witnessed by a rules official or course marshal, may be grounds for a penalty stroke(s), disqualification and forfeiture of future playing privileges depending on the severity of the offense. Unacceptable conduct includes club throwing, excessive use of obscenities, damage to the golf course or surrounding property, abuse of officials or staff, alcohol or drug impaired behavior or any conduct contrary to the etiquette and traditions of golf.

The Blue Course at Eisenhower Golf Club opened in 1959, and is the only original Robert Trent Jones Sr. layout in the state of Colorado and was named the top Department of Defense golf course by Travel + Leisure. It also became the first military golf course to host a USGA national championship when it welcomed 156 of the world’s top female golfers under the age of 19 for the U.S. Girls’ Junior this past summer.
